What PBA Consulting did

PBA Consulting took an integrated approach to landscape management for a major MoD Training establishment. A complex site, maintained by a number of different contractors, required a strategic approach to contract management. By creating one explicit contract, with clearly defined performance indicators, maintenance costs were reduced while standards were improved.

What the contract covered

The Contract specification covered: grass cutting, cultural operations, prestige amenity areas, sports facilities, parkland, housing estates, trees, woodland, conservation areas and water features.

The PBA survey and contract

PBA Consulting carried out a comprehensive survey, assessing all the features of the site. Next, PBA produced inventories, work plans, schedules and estimates. Based on the information obtained, a new Performance Output Contract was drawn up. This clearly specified quality standards expected from contractors, minimising the need for detailed supervision.

Ensuring a pro-active solution

Pro-active maintenance was made a contractual obligation. The contractor was required to follow a system of inspection and reporting procedures. This included the employment of an approved agronomist for specialised facilities. Work plans and method statements, submitted by contractors, provided the basis for a defined pro-active maintenance plan.

Contractor vetting

As part of the contract procurement process, the specification and vetting procedures verified the technical competency of contractors. These ensured contractors chosen were capable of providing pro-active maintenance and a cost-effective service.

What the procurement process included:

• Advertising in the Official Journal of the European Union (OJEU), trade and national press.
• Vetting contractors to verify performance standards and safety compliance
• The preparation of specifications with clear instructions setting standards.
• Evaluation of tenders to ensure parity and value for money.
